It doesn't matter how many people live in your home you can only be provided with two coupons to buy two digital TV boxes for it. Don't think that applying for coupons in different names from the same address will help you to get more coupons. As the application criteria that they government uses is based on postal addresses rather than names.
Unfortunately when it relates to business, schools and other non profit organizations they will not be able to apply for these coupons. So if they wish to change their analog TV service to a digital one this means that they will have to incur the $60 cost of purchasing digital TV boxes themselves.
